Rice hulls, the hard outer shells of rice grains, are a common and essential material in pyrotechnics, primarily used as a core or inert material for creating granular burst charges in aerial fireworks shells. They are coated with fine-grained black powder, often referred to as "meal" or Meal-D, to form a powerful, lightweight, and fast-burning burst charge. This coating transforms the hulls into an explosive substance capable of breaking open the shell and igniting the stars inside without shattering them, which is crucial for producing a symmetrical and visually appealing display.

The primary benefit of using rice hulls is their ability to burn at a controlled rate and intensity, providing a large, effective burst while protecting the stars. Their natural bulkiness also helps fill the empty space within the shell, holding the stars against the shell's walls. They are particularly preferred for larger shells (5 inches and larger) but can be used in smaller shells as well. Rice hulls are a natural byproduct of rice production, making them an environmentally friendly option, though proper disposal is recommended.

Various substitutes for rice hulls exist, including dried and granulated corn cob, grass seeds, vermiculite, puffed rice (Rice Krispies), cotton seeds, and sunflower seed shells, though rice hulls remain the most commonly used due to their ideal properties. The coating process typically involves soaking the hulls in warm water, draining them, and then mixing them with a black powder and binder (like dextrin) in a sealed container to ensure even coating. A common ratio is 7 (black powder to rice hulls), but this can be adjusted. The coated hulls are then dried thoroughly before use to prevent moisture-related issues.
